There are different type of visas that allows you to stay for XYZ time in Thailand, and then there is also a work permit. the registration paper which Thai immigration staples into your passport does not work a residence permit and is not accepted by any bank/KYC service, the work permit does work.Can't you just go to the Russian embassy in Thailand, show them your DTV visa and ask them to update the address in your passport?
If you have a passport that shows a Thai address, that should probably count as a residency permit...?

to get one you will have to reside in the country for 3 (AFAIR) years, provide proof of paying taxes and demonstrate knowledge of the Thai language.
