They only apply to Russian companies but their big Russian clients are headquartered or incorporated outside Russia. Plus they have no datacenters or infrastructure there so.
I'm also not sure how big the market share the big 3 clouds have in Russia atm.
All I know is that, if you are an unfortunate client who got caught up in this, you will have a real bad time migrating everything over to Chinese cloud providers.
