I want to buy some things in Spain, contract internet cell phone etc. but they ask for spanish IBAN. It's illegal, because they have to accept all EU IBANs, but they don't !! I am realy angry for this

Yes, is basicly like a bankaccount.. you get own dedicated iban for reciving money online

but i using them only for buying bitsa topup vouchers on coinsbee becose there is possible buy this vouchers directly via xmr - (bitsa ban privacy coin topups but vouchers can buy via xmr on coinsbee) .. but fees is huge, coinsbee and bitsa topup is like .. i dont know 15 % fees? i buy 150 EUR coucher and get 130 on bitsa (yes, 150 eur is 130 eur topup in bitsa) and for this 130 eur topup i paying like 160 Eur... i does like skibidi bitcoin for purching, xme is better, i dont have btc

I think it is mainly to be used for SEPA direct debit.
