www.openbank.de if you are from Germany
www.n26.com would do it too
Yes. N26 however will only give you 1 choice of country, you cannot have more than 1 country IBAN from them, unless you want to open a Business account with them.

Bunq's "base" IBAN is NL, and they give you the option to add: DE, ES, FR, IE. I hope one day they'll consider adding an IT IBAN.

Revolut, Bunq, and Openbank are probably the best choices.

Another option is Bitsa, which has an ES IBAN and is also crypto-friendly. However, the compliance is very heavy.

In Spain, everyone does not adhere to the SEPA rule, and even credit cards are rejected if they are not from Spain. I can't buy almost anything online from Spain without a Spanish IBAN AND a Spanish credit card! It's crazy that even credit cards that are not from Spain are declined. I hate this because it's all illegal.

I have an EU passport but do not live in the EU.

You are not in Spain but worried about not being able to pay there?

How about using your brother's address in France and then open the Spanish account?

Ok. Then just open the bank account when you are back there. You can use your friend's address or hotel.
Do you have any EU SIM card with phone number you keep?
It's not that simple. I've tried everything. See picture, even my EU passport was not accepted by the Spanish post office for a prepaid credit card with IBAN. LOL.

Why not try this service:

The guy has been around for long time here, so far no complains!

You can get a Spanish IBAN only with passport in BBVA with very low fees.
You have to go in person to any BBVA bankoffice.
All explained here:
https://www.bbva.es/finanzas-vistaz...ana-sin-ser-residente-asi-puedes-hacerlo.html
If you are a migrant you can try IKUALO: https://www.ikualo.com
You can open account with IBAN and also get VISA debit card with only the passport online in 7 min.
IKUALO does not have a Spanish IBAN, see small print.
BBVA will probably be like Bankinter. I went to the Bankinter branch but they wanted proof of income and tax return, neither of which I have.
