On another note, just read that lithuania is anti any for of ICO or crypto-backed debit card services of EMIs. Is there any other favourable jurisdictions for this? Much appricated!!

There is nothing wrong with building on an existing and tested platform/API.

Part of the licensing process is to demonstrate high IT infrastructure, especially now with DORA coming into force; and that's when these white-label solutions comes in to save you the day.
 
Very interesting thread. If you read through everything, it seems that you could go with a BaaS provider like Banking Circle and start with a few customers who fit within their rules without having your own license.

This way, you can prove your business model over time and generate enough funds to eventually obtain your own license, around the 2 to 3 million euros it would require.
