OP should clarify the white gradient he is looking for, if he is also requiring some specific racial features and if such features must be present at birth.
For example, the lady shown below, Martina Big, is 100% Aryan, and on the right it’s how she looks today. Would she qualify?

Dubai Nov-Apr (0 tax, second to none safety, get some good online school for kids). No need to live in the house, there are plenty of apartments with great infrastructure in Marina, JBR or Palm Jumeirah. City Walk if you like modern dull EU lifestyle, Downtown (DIFC) if you like some modern startup buzz. Alternatively - Abu-Dhabi where you can get villa for peanuts.
The rest up to you, spend 6 months in Poland or somewhere in Italy, just as a tourist, not a resident.

Poland is actually not a bad country to spend some time in spring/summer. There are nice touristic towns like Krakow, great options if you like to spend time by forest/lake/river (not everyone prefers sand and sea), it's quite cheap, beautiful girls, decent food etc. It's relatively safe if you don't look for trouble.
I would go to Poland over many other EU contries as a tourist - including Germany, Belgium etc.

Live in Kaliningrad, close to the border of Poland. Have the best of both worlds (RUSSIA + POLAND)

To be honest I'm a fan of mostly seeing white people around me as I'm originally from an European country that has very few immigrants...
Countries I've proposed will suffice, especially Croatia.

Croatia is also nice but because they are in eu, schengen and have euro, its problematic.
