What payment processor accept offshore company?

I would like to know what payment processor that can process Visa and MasterCard accept offshore companies from X jurisdiction?

I need to know what X can be replaced with?

What business are you into? If it is considered high risk you will get limited but still there are options like instabill, ccbill etc.
