Which is good. However, it seems that Panama has become quite strict, requiring applicants to demonstrate strong ties to the country before granting a passport, such as proving full-time in country presence for the past two years.

Yes. With the conditions you described in the first post, Paraguay is not a way to go unless you or your agent are well-connected in the circles where they grant citizenships.
The friendly warning is that in this country, everybody will tell you they are "well-connected."
 
but you can't get citizenship in Panama. Besides that the country is utterly corrupt...
May I ask why it's not feasible? I understand from what I've heard that after 5 years (based on the friendship's country program), one might be eligible for citizenship, but the recent requirement to prove strong connections to the country through things like children's schooling seems to present a bit of a challenge.
 
try Portugal Golden Visa, stay 7 days per year for 5 years and after that citizenship
Can you also do this as EEA citizen?
