In capitalist countries there is no free lunch, governments steal money from people through taxes and by inflating the money supply, and distribute it to themselves and their cronies or donors (military complex, pharma, etc.), while giving some scraps to the people who have the least disposable wealth after taxes, and - as sad as it sounds - it works to get re-elected, as most people are stupid and brainwashed by the government media. Actually, they don't do anything for the people, they just try to make as much money as they can in the 4 years, and everyone can see that their total wealth magically rises >10 fold in that short time......
The thing is, that Gaddafi wasn't stealing money from the people, or allowing ursery by banks to impoverish the population. He was doing the opposite, sharing the wealth of the resources of the country with every citizen, keeping living costs (food, energy, housing) affordable for everyone, while trying to liberate the whole of Africa from enslavement by the USD through the Gold-Dinar (sadly he did it alone, before the BRICS, otherwise he might have survived); not only this, but he created the biggest aqueduct in the world to supply every part of the desert with water.

I don't think it's giving people things for free, it's just distributing what belongs to them. The oil in the ground is not owned by the government, it belongs to the people. The government is supposed to work for the people, like a CEO, handle stuff that people don't want to do themselves, and distribute any wealth back to them. Not more.
Most governments are the opposite, and seem to hate the people that elect them, How else could one explain CBDCs, WEF, endless wars, taxation, and uncontrolled immigration? Sadly, I know the reason for that. But that's another story.
