Russian girl second passport with Shengen

Hi, a friend of mine, Russian girl, interested in second passport with can provide Shengen access. Since Caribbean CBI are closed for Russians and she don't want to marry anybody but have legal 5 figure monthly income to buy a passport - what are her options if any? Vanuatu, which could retrieve access to EU someday? Argentina after 2-3 years of living?
 
it depends where she's at right now. either if she already in EU (like program which was in Portugal, manifistacao, when you can apply for residence permit from INSIDE the country being on a tourist VISA), finishing with the golden visa's in Portugal / Greece, Spanish (already winding down), etc.... each EU country has it's own immigration path.

Thanks, yes we know about those but interested in legal path to invest in some EU country passport or outside EU with the access to EU Shengen without living there.

I'm pretty sure you won't be able to get a passport. Right now, the easiest way to get a residence permit is in Spain. They have a program for people with passive income from abroad—it's pretty easy to qualify for, and you don't even have to live there.
and do you know the costs to get that passport and do one have to live there ?
 
does anybody here understand how it works with all those sports player changing citizenship? Daria Kasatkina being the last example... surely she didn't way for years to get Australian citizenship and surely she didn't bribe anyone to get to ask fast track

Countries are giving them citizenship by exception. Most countries have laws that allow the president to grant citizenship to anybody he wants.

well I guess some countries have a law that allows for simplified process when it comes to "humanitarian" reasons
maybe Kasatkina qualified by claiming she is a "persecuted lesbian" in Russia but the same is hardly the case when it comes to all those African football players - yes there is the "exceptional contribution to the country" mantra we hear all the time but where is the difference between a football player and an entrepreneur?

The difference between them and entrepreneur is the bargain power and IOC rules. Presidents have limited invective to give you passports as entrepreneur while they often want their country to score high at Olympics. Vitalik Buterin would be an exception in Montenegro but that was for marketing to attract more.

I think Malta may be possible in your case.
