And you know one that can do it? what's the risk buying such a cert ?

there is no risk as you meet with the doctor, the doctor takes a vaccine dose and instead of injecting it in your arm, it throws it into the trash or sink and marks it as injected in the system. The only risk is if the doctor says it to anyone, but in the end, there is no proof that the liquid went to the trash or sink instead of going into your body. Same as people having the vaccine, they don't have any proof saying that the vaccine dose went into their body instead of trash other than the person injecting it saying it did.

It's a trust system and any system based on trust can be manipulated.

Just don't come to Europe with them. And, may be, avoid using it in the country you've obtained it in. Therefore, 2 different certificates would be a sound solution.

The thing is, exactly like @ecool explained, this is actually a real certificate. It's just the doctor will flush the jab down the drain instead of injecting it into your arm. Other than that everything is legit and entered into the system.

Nobody will risk his career/job/health for 50 Eur.

We're talking about poor non-developed countries, where trusting the institutions is uncommon, and gaming the system is some kind of a sport. The risk they have is if they get caught they'll have to bribe up the ladder. There is a saying that goes "the strictness of the law is compensated by it not being mandatory".
