It depends based on the skills needed but you would also need a resident director to make it credibile.

The higher the income, the higher the responsability for the resident director and the higher the salary should be.

That's common sense.

You can say you have substance if you are pulling 1Mln / year and your director earns 900€ / month.

just move to the canary islands and pay 4% tax there and get it over with, you will be more happy, you spending more time in spain and less in malta is an easy case for the tax authorities in spain to go after you. Just form a company in canary islands and pay 4% tax and get it over with.

Yes, the Canary Islands have had the ZEC Tax special zone for decades. But it is not as easy as it seems... You have to create 3-5 jobs depending on the island and invest additional 100,000 p.e in Tenerife.

the eu doesnt have problems having tax havens within their borders unless money remains within europe, the rest can get blacklisted and shamed globally.
