Hello guys, I would like to know if anyone here knows of a bank that is willing to open a bank account and give a debit card to a foreigner without being present in person. Yeah Payeer, AdvCash, Skrill, ePay there are many like them, all have the same in common they can't accept credit cards directly and they don't offer wire transfers to 3rd party.

Nothing. You can definitely send bank transfers to 3rd parities using money transfer feature.
