Montenegro sounds anyway for me like something not worth to look into.A friend in Montenegro doesn't think there is much there from an investment point of view other than real estate and tourism. Serbia might be a better option, if you want something in the Balkans and outside the EU. Although Serbia comes with its own problems for doing business there. Increased Chinese investment and closer relationship with Russia, than some of its neighbours, being a couple that may cause issues for some.

If you're talking about the 1 euro houses, then they usually come with a bunch of rules. Have to spend X euros in X months plus live there full time. As daniels27 said, selling may also be an issue. Houses are cheap mostly because they are in places no one wants to live anymore, normally it is small towns in the middle of nowhere, they may have some appeal if you like this type of things, but in general the towns have a strong decreasing population, and they are difficult to reach. Above all locals don't really like foreigners, they normally don't speak English and they may even think you are exploiting their beautiful village (everyone in Italy thinks his own village is the most beautiful in the world)What about the cheap houses in Italy?
