I'm not getting a lot of answers from the one you mentioned and I need to clarify something in regards to the apostille. My country only does it digitally now.

You also need a permanent place where to reside in the country, and register the address with the local government office. I’m going to complete this step before going to Russia for the application.

You don’t really need one if you can speak basic Russian and are willing to put some effort into the process.

Ok, maybe then it is only the consulates. I emailed the embassy and they never responded.

You need to contact the consular section of the embassy, usually better by phone.

I have good news for you guys. Most embassies now received the information about the Визы для лиц, разделяющих традиционные российские духовно-нравственные ценности about three days ago. They have put up the information on the website of the embassy in Russia. РУССКИЙ ЯЗЫК and they have not yet translated it. You can check it here:
