No, that's not how it works. By offering gambling to residents of a jurisdiction, you need to be compliant with that jurisdiction's laws on gambling. Limiting yourself to crypto does not exempt you from this law. In some cases, you would even be violating two parts of the same law: first by offering gambling without having a local license in that country, and a second by offering gambling in a non-fiat currency.
