Cyprus corp, real merchant account or instabill as payment processor. Banking will be complicated but nor impossible!

does instabill accept small clients, after some contacts they accept borderline sites with huge turnover of millions.

at least you could afford to spend money on MG membership Seychelles is the cheapest offshore company you can setup but it has it's limits in regards to banking and how you can accept payments.

If you've only got a $1000 budget you probably shouldn't be using an offshore set up and should just get back to making money.
