Bank account for belize company: EPB, ADVANCED CASH or other ?

Apparently ADV cash deliver prepaid card only for UE customers, I am french but based in QATAR where i am tax resident should I give them a french utility bill even if i am not french tax resident ?
I have opened a business account with them for my Belize company but they cannot provide me the card as they accept only UE residents, have you got another solution?

Then it seems LeuPay sends an SMS to the Belize number for verification, anyone knows how to get a Belize number for verification ?

I opened a LeuPay for a Dominica incorporated IBC and used a EU cell phone number without any problems.
