any good bank in tashkent?

It used to be easy to walk into a bank in Uzbekistan and walk out with a personal account. They'd ask for passport, proof of address in Uzbekistan (bring hotel reservation), and some basic information about yourself. You could do it at practically any branch.

Nowadays, like everywhere, it's become a lot harder but AFAIK, you can still do it with most banks — for example KDB, Asia Alliance, Kapitalbank, Aloqa, Ipak Yuli, and a few more. But you need to go to one of the big branches.

On your first day, go get a PINFL. PINFL for foreigners Takes 1–3 days. Once you have that, account opening will be much easier than without PINFL.

Company accounts are harder.
 
It's pretty difficult, from what I've heard.

Uzbekistan was a jurisdiction of major money laundering concern (funding of terrorism) for many years. They have updated their laws and now are on par with Kazakhstan and other regional peers. However, since the Russian invasion of Ukraine and western sanctions against Russia, Uzbekistan has been hit with a lot of first and secondary sanctions to put a chokehold on Russian capital flowing via Uzbekistan.

Correspondent banks still view Uzbekistan with suspicion from its peak AML/CFT problems, and the sanctions have made things more complicated. So you should expect to have to provide documents for transactions.

It also depends on currency. USD is always extra difficult to move, especially in large sums and especially involving a place like Uzbekistan.
