My client can pay, but due to past experience wants a contingent fee. Maybe the money can be in escrow.
Why should anyone accept this proposal? Unless the contingent fee is 10x the normal fee. And the escrow is released if the client disappears or changes his mind or is unable to comply with the requests.

More than likely they change their minds once they see the ground situation and meet real people. It's a nice quiet dead place after 5 to 6 pm usually. A retiree can enjoy their life quietly. Don't know if it's still a territorial tax jurisdiction or not.
 
I have an old client who has been a Paraguayan resident for maybe 10+ years. Clean record, wealthy guy.
He has gone thru several Paraguayan lawyers (and paid big fees) to get his citizenship/passport in the last 3 years... In short, he has been unsuccessful. Does anyone know of any foreigner (who doesn't really live-work-have a business or wife there, but does the needed visits, etc.) received a passport in the past 5 years? An Ecuador passport or Argentina passport is much faster than Paraguay.
