People don't necessarily need a bank but, in this case, just a prepaid or debit card because some other FI offer accounts/IBAN but issue no cards. I didn't go much in detail but will never pay any fees prior to being successfully on-boarded. I think it's very harmful a practice that can beget a lot of scam schemes. It depends , you will have slim chances at some banks without an introductory service . Especially if you are interested in "exotic" services which often require more compliance .So, it's even worse. They just take money to "introduce" you. And you can take that both ways, if you see what I mean.......
