Who can certify my KYC documents required for offshore company formation?

Just talk to a lawyer or qualified accountant. They can either do it themselves or get a notary publicus to come to their office and do it.

And I only need to walk down the street to a lawyer and ask them to write on the copy of my passport right. the copy is a photo copy from my real passport is that true?
 
Correct. However, call them in advance to make an appointment. Not all law firms have a notary on stand-by. They may need to book a time for you.
 
Whether a lawyer can certify a copy or not varies a bit. If your lawyer says he can certify, then there is no need for a notary.
 
Well well everything fine. Even my lawyer told me this is nonsense he did it and as well made translation so it says "true copy" :) I have submitted the docs and they are approved thumbups So no worries.
