Thinking to buy a cheap but Latest Laptop to be specifically used for online and internet browsing. My PC would not be used for off line purpose. I have only $300 Dollars and very flexible regarding choice of brands. Which is the best website to buy?

I think your budget of $300 to buy a latest Notebook PC is not enough. But there are some solutions too. If you are going to use your PC for internet only, then why not going for a Celeron Processor Laptop. The leading Notebook PC manufacture Compaq has many such models.
