What happen if you don't charge VAT but you are obligated to do?

I consider to register a EU company i.e. Cyprus, Malta, Ireland or Scotland I'm not sure at all where only doing research while we speak.

I read that I have to charge VAT to my customers when I sell something online!!

What will happen if I don't do that will anyone come after me?

Do you know if there is any workaround?

I need your input guys :)

The only certainty is that for sure there will be involved some fines and penalties.

I'm also interested to know if there is any legal way to be VAT exempt (in case you sell digital goods and services)
As indicated already here. You can incorporate your business in a country where no VAT apply or even exists.
 
I registered a Seychelles corp with fake documents (auric docs) and don't charge VAT I incorporated the Seychelles as a GmBH which works great German people think it is a German company so I can compete with the hosting and webdesign corps there and be 17% cheaper in total :)
