Visa for Dubai for someone aged 65+

What is "the best" visa option for someone aged 65+?
It seems as retirement age is 65 in UAE a visa for working for own company might not be granted per default, costs extra and for sure involves other hoops to jump thru.

Would the retirement visa be the best visa for someone like that given such a person has an retirement benefit income over the specified 20'000 AED / month?

It is hard to find anyone having gone down that path so thanks for some inputs here.

Why do not you try Property visa ???
I think There is no age limit for Property Visa.
Good idea. But the person do not want to buy property in UAE at all. Said person finds owning real estate outside home country way too risky and feels distressed going down that path.
I am well aware it is not based on facts but pure emotion, regardless it is what it is. So the property visa (1M AED) is not an option.
