It is possible there is some restriction - e.g. you can only do business abroad or with other companies in the same freezone or with freezone companies only.Any services you provide for UAE customers or sell products in UAE are subject to 5 percent VAT ( you have to keep accounting books and pay these taxes ). If you sell outside UAE or provide services to outside clients then no need.

VAT is probably the last problem here. You don't need to add a special "licence", creating the company itself creates the licence. However you must find out details in the terms of the freezone.
