payspark is very communicative:

It is correct that we as PaySpark do issue the STPay International MasterCard; however the card is not linked to an offshore bank account; it is linked to an eMoney Account that is issued by CSC24Seven.com Limited.

The eMoney Account linked to the card does not offer a standard bank account operations; i.e. you can use the account to receive funds via bank wire transfers from a bank account in your name anywhere from anywhere in the world, but the account does not offer wire out, standing order, direct debit facilities. The money available on the eMoney Account can only be spent using the PaySpark card.

As with regards to the China Union pay cards, we currently offer this product via Webmoney.
