If I want my company in Cyprus to be non resident I understand it must be with foreign nominees in order to be considered non resident (at least I read it on your website so) so to avoid the huge annual costs will a Seychelles Holding company be able to act as director and shareholder in the Cyprus company so that it is considered non resident?

The simplest answer is that you form a Seychelles Holding company that holds and own the shares in a Cyprus company, further, the Seychelles company is the director of the company. Now the Cyprus company can be registered non resident and no TAX or VAT has to be paid/charged.

For an additional layer of privacy you will need to appoint nominees in the Seychelles company since someone has to sign for the companies i.e. Seychelles Holding and Cyprus trading company.
