I haven't heard people in the crypto community here mention it. The recent closure of he Dukascopy cards has messed up a lot of paraguayan crypto investigation es as that was the main overseas bank they had access to.
 
With CPF alone (+ passport) one can open a bank account? As a tourist? That's not the case. One has to have RNE
Those people are tourist. They only have PR of Paraguay and a foreign passport. As I know they just applied online for the account. In a couple of days they received their debit card. I asked right now which card they obtained and they say from here PicPay Card: seu Cartão de Crédito sem Anuidade | PicPay
You are right, not a bank, but you can send or recieve money from a bank account. It's some kind of digital banking. Still didn't tried for myself, don't need it right now, but I will create one soon.
 
I know multiple people who were happy with the services of attorney Jeronimo Finestra. A decade ago, he charged less than $1,000, plus government fees. I have no idea what he now charges.

I dealt with him personally as he came highly recommended but has not delivered what he was paid for. Subsequently, I have met other clients of his that were taken for serious amounts of money without delivering citizenship as promised. There are also numerous posts on facebook where his clients confronted him for his misdeeds in a very direct manner.
 
Do you expected that banks just open an account with international debit card just as if you were ordering food with no questions about your money?
Debit cards are supposed to work within the maestro network unless you want a visa infinite or similar which are reserved for premium accounts.
What kind of regulation do you expected to find?
You’re right, USA is putting some nice pressure, hope it worth it.. at least until now, it worth it.
 
And what would one do with that card? It doesn't provide a full-fledged personal brazilian bank account, but a limited one.

How to send money to the card?
And why would one send money to the card from his personal account in *other country*, if one could simply spend that money directly from his card of other country?
 
As I know people in Brazil pay everything with that card. Also it's the main way to transfer money to others. You can send money from a bank account or through services like Loterica (where you just give them the needed cash for the deposit). The only thing that this card doesn't allow you to make international transfer of money. But for many at least having this within the country it's a relief.

Any updates on Paraguay lifting it`s entrance policy in terms of C-19 vaccines, or will it not be lifted until the EUssr is fully in place?
I am waiting for Congress to deal with this matter. The chamber of deputies already signed in favor of lifting all entrances policies. Now it's up for the Congress to approve or not.
 
What international banks are available for me if I have a Russian passport + Paraguay residency + Cyprus tax residency and Cyprus utility bill. This is quite a weird combination tbh... What am I supposed to tell banks where do I live? Suppose I say Paraguay, what proof of address can I give them? Or am I missing something? What is the value of Paraguay residency for a Russian trying to open some decent bank accounts?
Will interactivebrokers switch my residency to Paraguay if I upload them my residency permit? I bet they will want a utility bill

perhaps you know how to obtain a paraguyain driving license **in the simplest and fast way**? It could be for a motocycle too. I just need it as a document for some offshore dirty things that we're doing on thins forum (ahaha-ahaha);

....and not for driving itself.

I don't have my own address in Paraguay, and don't plan to buy anything, but I am in the country now.

If you have permanent residency, your attorney or fixer can help you obtain a driver's license. I am not sure whether you can legally obtain a driver's license without having a residency, but the Paraguayan bureaucracy is fairly corrupt so it might be possible with the right connections and at the right price.

If you want a banking residency, if you are a permanent resident you can pay a local to rent a mailing address at their home located in a residential area. It will take some footwork.

It's hard to predict what'll happen in 3-5-10 years, rules can change anytime, but having a backup plan is always a good idea.

Yep, it must, but for renewing you need to collect just documents like local police record and certificates. You don't have to show nothing again from your country except your passport.

My passport country does not allow second citizenship.
Neither Paraguay. Only between Spain and Paraguay exist agreement about second citizenship. Nevertheless, this doesn't stop me from having 3 citizenships (although two passports have already expired). Just don't show to the other side that you have a second passport Paraguay for now doesn't control strictly. Even my father has two citizenships way before I got mine.

Basically it's valid for life if you don't get persecuted for some crime and if you are not absent more than 3 years in Paraguay (but to cancel your PR they have to go to court, which nobody will do for no-name person for now).

You need to have not only connections in some municipality, but also in OPACI (intermunicipal cooperation organization) with headquarters in Asunción. Which means even if you get a friend in some shitty municipality of some shitcity, they have to send your documents for a driver licence to OPACI. And OPACI have to send an answer to the submission from the traffic department of the city. If OPACI give the go-ahead, then the municipality gives you a driver licence. If you don't send them, then it's an illegal driver licence, which people do. No mayor will risk his position for some driver licence for some dude, which cost a penny for the assumed risks. And directors of the traffic department within the city will think twice of issuing you a driver licence without your PR. Not worth the risk except falsifying the document, which means you need to assume extra risks for having a false DL.

Do you mean the residency itself stays valid but the document has to be renewed every 10 years?

How do they check, if I are absent for more than 3 years?

Do I have to renew it in Paraguay and do I really have to show my passport again? I want to have it as a backup, if my passport fails.
