Oil from BP Plc’s record spill in the Gulf of Mexico is biodegrading quickly, the National Oceanic and Atmospheric Administration said. The government is monitoring oil plumes beneath the ocean’s surface after BP stopped the flow of leaking crude from its Macondo well on July 15, NOAA Administrator Jane Lubchenco told reporters today on a conference call.
