assuming that a cybercriminal has stolen millions from banks around the world like the billion dollar hack and that they decided to place their money in offshore bank accounts, how would their privacy be protected by these offshore banks then? assuming again of course that there has been no criminal complaint to the banking officials, how would someone place as much money as possible as they wanted in offshore bank accounts assuming that banking privacy would be in effect? how does bank secrecy really work then in the first place? or is this a double standard? why is it that offshore banks have gotten a bad rap because of dirty money supposedly being there? can someone please explain to me bank secrecy. thank you.

It's not protected since it is considered a crime all around the Globe. If you get on the list of FBI, CIA or Interpool you are finish.. there is no chance to get something setup anywhere.
 
They wont. No bank unless it's Dubai will protect their privacy because they are afraid of EU and USA impact!

Dubai seem to be the only country in todays world that keep protecting criminals as long we speak financial crime!
I will have to agree with that :)
