There are many places, you already pointed out Cyprus in another thread, so there will be EMI's you can use like listed on here List of Banks, EMI's, Payment processors and BTC to FIAT institutions. it's easy if you are an EU citizen with a EU entity. If that is not the case there are other threads which can help you find something useful.
