The breakaway Turkish-held northern part of Cyprus which is administered by Turkish Cypriots lacks the legal and institutional framework necessary to prevent and combat money laundering, said the US State Department’s recently-released report on anti-money laundering (AML).

“Turkish Cypriot ‘authorities’ have taken steps to address some major deficiencies, although “laws” are not sufficiently enforced to effectively prevent money laundering. The casino sector and the offshore banking sector remain of concern,” the report also said.

“Because of international sanctions and the lack of recognition of the “TRNC,” the banking sector is largely isolated from international financial institutions. Banks operating in the area do not have access to the SWIFT system and have almost no correspondent banking relationships outside of Turkey,” it added.

The report also noted that almost no international central bank will conduct business with the “TRNC central bank.”

And that this isolation somewhat mitigates the money laundering risk, as moving illicit funds out of the area administered by Turkish Cypriots is difficult.

As of November 2019, there are 34 casinos in the breakaway area and local experts agree the ongoing shortage of law enforcement resources and expertise leaves the casino and gaming/entertainment sector poorly regulated and vulnerable to money laundering, according to the report.

The unregulated moneylenders and currency exchange houses are also of concern, it said.

“The offshore banking sector also poses a money laundering risk. As of November 2019, it consists of seven offshore banks regulated by the “central bank” and 475 international financial services companies,” it added.

The report also noted that Turkish Cypriots only permit banks licensed by OECD-member countries to operate an offshore branch locally.

There is one free port and zone in Famagusta, regulated by the “Free-Ports and Free Zones Law” in the breakaway north.

Operations and activities permitted include industry, manufacturing, and production; storage and export of goods; assembly and repair of goods; building, repair, and assembly of ships; and banking and insurance services.

There have been reports of smuggling of people, illegal drugs, tobacco, alcohol, and foodstuffs across the UN buffer zone.

Additionally, intellectual property rights violations are common; a legislative framework is lacking, and pirated materials, such as sunglasses, clothing, shoes, and DVDs/CDs are freely available for sale.

In conclusion, the report noted that while progress has been made in recent years with the passage of “laws” better regulating the onshore and offshore banking sectors and casinos, these “statutes” are not sufficiently enforced.

I like north cyprus , good food , nice girls ( tons of russians girls) , casino , good whether , inexpesive , i am gooing to buy a sea view villa that in south part will be 4 times at least more expesive, bank are happy to see when i deposit cash , instead of call the compliance they offer me tea and cookies, and the director give me invitation to parties.
All the bulls**t of americans is bulls**t , in Portorico there is 75 banks , laundering tons of money , but they are american so they can do waht they want of course
thisi non sense TRNC is last real offshore zone rest is non sense the Americans should stopp bullying other countries

So what happens if you want to do a bank transfer overseas? Can you get a visa/mastercard ?

you recieve the funds on your account , and you can transfer where you want, i personly got a union pay card
 
Hummm.......I might have to look more into TRNC. It is always good to hedge ones bets with a presence in a non-aligned country especially if there is good property deals to be had. No one knows the future sadly.

Be very careful about buying property in TRNC. Goes for the whole island, including the Republic of Cyprus, but it's especially nasty in TRNC since it isn't a recognised country by anyone other than Turkey.

You may find yourself buying a property (or part of a property) that belongs to a Greek Cypriot in the south, who or whose family fled during the Turkish invasion. If there ever is a unification of some sort, you're in for quite a legal battle. See Cyprus: buying property

TRNC is not staunchly non-aligned. The current leadership and most Turkish Cypriots are in pro-unification and EU friendly. The EU considers the whole island to be the Republic of Cyprus, even though EU directives currently aren't being transposed. As long as Erdogan is in power in Turkey, things likely won't change but a more liberal Turkey could take a different stance.

Nothing is for certain and the conflict gets older every day, but the situation should be carefully considered in the risk assessment of buying property or making other larger investments into TRNC.

if you want to stay on the safe part i you buy something who has hold turkish title deed , but will be never reunification, and by the way the greeks confiscate a lot of turkish property in the south so you have to be careful for the same in south part, did you know the Larnaka airport is built on a turkish familly land confiscate by the greeks



But can send money to SEPA accounts ?

you can send any bank who his connect to swift , local banks do not send to ewallets who not j have active swift connection , but some offshore bank can send to sepa but it take a bit longer if is an ewallet, but at the end i never got problem to send anywhere

I have seen this here before about Turkey,too.Now its turn of TRNC ?
This is so sad to see fake news about Northern Cyprus.
I would personally recommend you to take a trip there and visit coasts,cities,ancient monuments on that north side of the island.
It is not an offshore zone,nor a war zone.
There wont be any unifications with south again.Greekz in south,Turks in north.
There are no issues with banking there.You can make swift transactions and use debit/credit cards as their bankin system is supported by Turkey.
I would be glad to see people like Martin see the truth behind the wrong lines of media..

Just wanted to explore more about this TRNC and seems you can create a 0 Tax company
North Cyprus Company - 0% Tax North Cyprus Company (I have not association with this company)
Interesting to know if somebody have experience establishing a company there
 
I can only advise to use some of the "larger" accountants in Cyprus if you want to have something setup with support afterwards that may be useful and don't get you into troubles.
