I have a company in France. And an account with an old bank which operates in perfect French beaurocratic manner. I don't have EU citizenship or residence. Is there any bank which will let me open an account in France or with FR Iban?

Also Bunq. They might open an NL iBAN first by default but if you pay for their 9.99euro/month plan, you can add an FR IBAN, IE IBAN, ES IBAN, and DE IBAN. Let's hope you're not from one of their banned countries, however.
 
How do I do that? I have Easy Bank Pro XL plan
From the main Bunq app, tap on the 'Add +' button, Add Bank Account, then you should see an option called 'Bank Account' - Put money aside, bank in a different IBAN and manage foreign currencies. I have the cheaper Easy Bank Pro plan.

If this works, maybe I can talk you into getting me an IT IBAN. :) Bunq will not issue one (understandably it's tough for them to get through your Finanze). ;)

Would you mind to elaborate a little bit more on that? (I am not their advocate, just I heard that they were well usable for China-related business, e.g.)

OK, thanks! Probably/perhaps they have improved a little bit since then. But as I have said, I possess no detailed / really trustworthy information.
 
I don’t “want” the IT IBAN, it’s just that certain bills I pay still require (or “prefer”) that I have an IT IBAN. IBAN discrimination be damned. :(
