i don't think they are the same , payeer is more mature in term of date , but they may have some partnership .
i see webmoney/advcash/perfect money from the same perspective .... never moved money via payeer but i think they fit into this category with okpay,but okaypay is the worst -- close accounts automatically. i can't say that i can trust my real id on either platforms .
advcash is exception they don't monitor accounts under no conditions.
Their physical & virtual MasterCard cards have been shut down (WaveCrest incident) so right now they are pretty much useless. Also, very high fees.
The difference is that you don't get an IBAN, it's more of an online wallet of some sorts. You can only receive funds from other Payeer users or through crypto (they have an internal market conversion, really lousy).
What's up with Payeer - no one is really mentioning them any longer? Personally I have applied for an account to see how it works and if they can be trusted.
