AFAIK, the cheapest option is still Form-A-Co (Gibraltar) Limited – Gibraltar Companies, Trusts, Yacht Registration, Residency, Offshore

Sparta – Doing business the right way might also be worth taking a look at.

But Gibraltar is not the right jurisdiction if you want cheap and/or fast. You can save time by buying a shelf company (if any are available), but that'll cost extra.
