Are there for example supermarkets or transfers companies they allow you to withdraw cash with debit card just to sweep it?

Ah yes, slight inconvenience with this system. Names on id and atm card should match. Some gas station have understanding with truckers but charge charge exorbitant fee for this service.

I remember in London in supermarket they give you cash back at self counter you can just request an amount like a withdraw need only the card but not sure if can also just sweep it

In good neighborhoods with grocery purchase and pin, yes but still limited to very little money 100-200.
