do legal residents and not citizens of australia and new zealand have to declare offshore bank accounts and if so, what would happen if they tried denying them that they even had such bank accounts abroad?????? rsvp.

Yes, it is almost implemented worldwide that people have to report their income where they live also for offshore companies that they may own!
