For people thinking it would be a good idea to open up a bankaccount in the non-participating jurisdictions, it probably is not since you will be reported the moment they plan on participating. Closing your account before the date of first exchange is of no use since you'll still be reported.
 
And the game is finished..
I hope nobody seriously think about putting money in the last part, those countries that haven't setted up yet the exchange.

I wouldn't disregard some of them at least: Armenia, Georgia, Montenegro, Serbia, Thailand are not bad at all (considering all present banking circumstances, of course), minimum paperwork is required, things can be done remotely and no TIN is being asked so far.

Btw, here one can check the number of bilateral agreements entered by each country - Exchange relationships - Organisation for Economic Co-operation and Development Some have surprising zero amount of agreements. Turkey for example. Some have interesting details - for example, the first reporting taxable period between Russia and Hong Kong will be 2019, which means everything happening on the account up intil 31.12.18 will not be reported. Some people just got lucky, i guess.
