what cc to verify paypal account

I heard it is not possible with all Visa and MasterCards to verify my PayPal account. So I was wondering, can you tell me what Visa or MasterCard do I need to get this done? Can we do that with some of the cards we get from the digital currency accounts? What about Neteller card can it be used...
