DAC8 does not depend on the jurisdiction in which the site is located; DAC8 will apply to all sites offering crypto-related services (exchanges, crypto cards, DEX swaps). All sites and services providing their services to European residents will have to comply with DAC8, so yes, V-let is included, like all others. They will have several options: block registration for Europeans, comply with DAC8 and transmit information about European residents, or operate illegally and face fines (2 million euros per year). In any case, this won’t last long with the implementation of CARF.

DAC8 and CARF are Pandora's boxes that no one seems to care about currently; they are the crypto equivalent of CRS/FATCA. It's a new era in crypto where things will become increasingly difficult. Hopefully, DEXs will develop, but they will have to operate illegally, which will encourage exit scams.
